Collaborative

The Credential Transparency Initiative is driven by a collaborative of stakeholders who share in the vision of a more coherent and transparent credentialing marketplace. The collaborative operates under a neutral, consensus-building process to provide input to the initiative and its executive committee.

Structure and role of the Credential Transparency Collaborative and its committees

Committee Committee Role
Executive Committee The Executive Committee provides the strategic direction for the Credential Transparency Initiative and holds decision-making authority. Taking into consideration the input received from the Evaluation Committee, the Executive Committee will determine whether the project goes to scale.
Stakeholder Advisory Council This council is composed of a broad array of stakeholder organizations, including those who guided the conceptualization of the Credential Transparency Initiative during Phase I as members of the Exploratory Committee. This council provides key stakeholder feedback on all aspects of the initiative.
Evaluation Committee This collaborative is responsible for developing the evaluation and data collection plan for evaluating the value and effectiveness of the registry and its applications for major stakeholders.
Technical Advisory Committee This committee develops the technical design of the registry and advises on implementation and improvements during the project period. 
Credentialing Organization Descriptor Subcommittee This subcommittee is responsible for developing the final definitions and schema for each descriptor for credentialing organizations. 
Quality Assurance Descriptor Subcommittee This subcommittee is responsible for developing the final definitions and schema for each descriptor for Quality Assurance (QA) organizations.
Credential Directory Application Subcommittee This subcommittee is responsible for developing the technical design documents for the Credential Directory Application and advises on how to provide an API for others to experiment with other credential guidance applications (e.g., WIOA Eligible Provider Lists, State Licensing Directories).
Competency Authoring Application Subcommittee This subcommittee is responsible for developing the technical design documents for the Competency Authoring Application, including the major use cases for different stakeholder groups in education and industry certification organizations.
Credential Transfer Value Subcommittee This subcommittee is responsible for developing the technical design documents for the Credential Transfer Value Application, including the major use cases for different stakeholder groups in education, industry certification and the military, federal and state governments, and consumer information systems.
Talent Pipeline Management and Employer Signaling Application Subcommittee This subcommittee is responsible for developing the technical design documents for the Talent Pipeline Management and Employer Signaling Application, including the major use cases for different stakeholder groups and a focus on how employers can communicate employment forecasts and competency and credentialing requirements that can provide information for the Labor Market Value descriptor.
